[Boston], 1815. First edition. 1 sheet ([1] p.). Folio. 35 x 21 cm. An important broadside noting the deficiencies of the volunteer militia. One of two states, this with the fourth line in bold-type. Opens: Commonwealth of Massachusetts. General orders. Head-quarters, Boston, June 17th, 1815. : On the 15th inst. the following order of Council was passed, viz.: "In Council, June 15th, 1815. The committee of Council to whom was referred a resolve of the legislature .. respectfully report--that His Excellency be advised to issue his order for the discharge of all the volunteer corps raised for the defence of the commonwealth ..":--By virtue, therefore, of the powers vested in him, His Excellency the commander in chief hereby discharges from further service, all the volunteer corps .." Brooks of course began by (1) thanking the men for "the generous, patriotic and voluntary tender of services for the defence of the Commonwealth, at the most threatening period of the late war, and the assiduity and zeal displayed by those Corps, in training themselves for usefulness in the field, without expense to the State.." (2) discharge [them] from further service", and (3) ordering "all officers and others, who may have received from the Commonwealth ordnance, arms, or munitions of war of any kind, for the use, or on account of any of those Corps, to cause the same to be forthwith returned to the Quarter Master General, at Boston." But more importantly he used the occasion to make military revisions for the future, noting that "inconveniencies have arisen from restriction the election of company officers to the Wards," which he ordered changed and that "great irregularities" have followed "from the liberty that officers have taken to absent themselves for more than twelve months without leave from their Major Generals, and the still more numerous evils resulting from officers removing their places of residence to such a distance from the bounds of their respective commands, as to render discharge of their duty highly inconvenient, and sometimes, impossible.." He ends by ordering wholesale changes in command structure. John Brooks (1752 -1825), a doctor by training, a Federalist by disposition, served under George Washington during the Revolutionary War, later helped to put down Shay's Rebellion, and at the conclusion of the War of 1812, was elected governor of Massachusetts less than a year after issuing this broadside. Rare. OCLC shows only two locations: American Antiquarian Society (which has both issues) and the Peabody Essex Museum, which has one. Not in American Imprints. A very good copy, old folds, some minor marginal browning and soiling.

The president's arguments were, that the slavery question was the only one at issue in the territory; that the free state men, if they had voted and really were in the majority, might have defeated slavery; that they subsequently voted for state officers under the Lecompton constitution; that the people of Kansas, having thus framed a constitution and elected officers under it, should be admitted to the Union; that they have a right to alter their constitution when they will; that the admission of Kansas would localize the question of slavery, leaving it for the people of Kansas to settle; that the admission would bring quiet to the whole country, and then the troops might be withdrawn from that territory for other purposes" (Hinton: History of the United States of America, Volume 2, p. 53). Hartford, J.R. Hawley & Co. State Printers, 1861. First edition. Paper wrappers. 18 pp. 8vo. William A. Buckingham (1804-1875) won the election as governor in 1860, narrowly defeating Thomas Seymour. "The New Haven Register" expressed the concern of the Republicans and abolitionists when it declared "A nation is waiting in almost breathless suspense to hear the results" since the Democrats declared a vote for Buckingham was a vote for abolition and thus the loss of Southern business. This address to the Connecticut legislature was just a few weeks after the commencement of the war. "The condition of our country is critical.. Seven thousand men in arms backed by nineteen batteries of artillery, have, in open day, with disloyal heart and traitorous hands, struck at the national flag in the harbor of Charleston.. The sceptre of authority must be upheld, and allegiance secured. It is no time to make concession to rebels, or parley with men in arms.. indifferent or disloyal we cannot be. Fail or falter we shall not." Thereafter follows his recommendations for military support and preparations which would be passed by the legislature. Uncommon. "The policy of the United States in regard to the Indians, of which a succinct account is given in my message of 1838, and of the wisdom and expediency of which I am fully satisfied, has been continued in active operation throughout the whole period of my administration. Since the spring of 1837, more than forty thousand Indians have been removed to their new homes west of the Mississippi; and I am happy to add, that all accounts concur in representing the result of this measure as eminently beneficial to that people. The emigration of the Seminoles alone has been attended with serious difficulty, and occasioned bloodshed; hostilities having been commenced by the Indians in Florida, under the apprehension that they would be compelled, by force, to comply with their treaty stipulations..These hopes have proved fallacious, and hostilities have been renewed throughout the whole of the Territory. That this contest has endured so long, is to be attributed to causes beyond the control of the Government. Experienced generals have had the command of the troops; officers and soldiers have alike distinguished themselves for their activity, patience, and enduring courage the army has been constantly furnished with supplies of every description and we must look for the causes which have so long procrastinated the issue of the contest,in the vast extent of the theatre of hostilities, the almost insurmountable obstacles presented by the nature of the country, the climate, and the wily character of the savages. 1836. [1 pp.] with integral address on verso. 8 x 10 inches. Dated October 25, without a notation of year but most likely 1836. Benjamin Franklin Butler declined to attend a political meeting as there is "reason to doubt, whether it would be proper or expedient, on the very eve of such an election, as you are to have, for a number of the administration to take such a part, as I should probably be obliged to take, if I attended." New York was having an election for governor in less than two weeks. Butler (1795-1858) was at that time the U.S. Attorney General under Andrew Jackson. He was a prominent lawyer from New York and an ally of Martin Van Buren and a founder of New York University. Prosper Montgomery Wetmore (1798-1876) was a writer and politician with some ethical shortcomings, one of the Regents of the University of the State of New York, and one of the founders of the American Art Union. Very good, edges chipped where seal broken, contents clear, but for slight ink bleed through.

Joseph Antonio Ceballos y Calderón, the son of Doña Juana Calderon and Gaspar Ceballos, then Regent of the College of San Carlos, discusses the development of his life, which began in privilege. Hartford, 1816. First edition. Self wrappers. 1 pp. (bifolium). 8 x 12 1/2 inches folded. Signed in print by committee: John Caldwell, Jonathan W. Edwards, Thomas S. Williams, Hartford, October 28, 1816 (The Connecticut Historical Society lists a copy but has the date as the 23rd rather than the 28th: OCLC: 50413785.). Published just a week after the rout of the Republicans in the Connecticut elections for the Council of Assistants, this Republican Committee recommended following the methodical example of the Federalists at identifying candidates for freeman, then doing everything necessary to have them qualified and brought out to vote Federalist, something the Republicans had been lax at doing. But while the Federalists were still strong in Connecticut, Massachusetts, and Delaware, they were a beaten party nationally; Monroe was easily elected president in December 1816, winning over 80 percent of the electoral vote. Provenance: addressed to "Reuben Lumm, Esq. Derby." Lumm was a Selectman for the town of Derby from 1796 to 1818 and a State Legislator. John Caldwell, Jonathan W. Edwards, Thomas S. Williams were all Justices of the Peace and prominent lawyers and businessmen in Hartford. Small tears along edges and folds for mailing, two 1-inch holes on margins not affecting text, addressed on verso of blank, still about very good.
