Cobb, Thomas. [Revolutionary War], [Manuscript Document] Georgia Senator Thomas Cobb's Corrected Speech Against the 'Bill on Making Provisions for the Surviving Officers of the Revolution' [with] Signed Letter
Cobb, Thomas. [Revolutionary War]
[Manuscript Document] Georgia Senator Thomas Cobb's Corrected Speech Against the 'Bill on Making Provisions for the Surviving Officers of the Revolution' [with] Signed Letter
[Washington, DC], 1828. [1]; 31, [1] pp. 8 x 10 inches. A corrected manuscript of Georgia Senator Thomas Cobb's 1828 Speech opposing "The Bill on Making Provisions for the Surviving Officers of the Revolution." Cobb had introduced an earlier resolution on January 11, 1821 (that was defeated in a 59 to 53 vote) which proposed to reduce officers' pensions in addition to the soldiers but the specifics of the debate on that resolution went unrecorded, other than that it met with great objection. The manuscript was most likely recorded by Edward Vernon Sparhawk, a reporter in Washington for the National Intelligencer, who had been attacked earlier that year in the famous Duff Green incident. Cobb's opposition to the bill, as to the one ten years earlier, was that it was not required by either the justice or the gratitude of the nation and that the men had already received bounties, clothing, and other benefits. Cobb was an early opponent of entitlements and concluded his speech: "He believed that the system of pensions had already been carried to too great an extent in this country. He believed that the gratuitous appropriation of the public treasure was unauthorized by the Constitution, and pernicious in its political tendency" (p. 32; published in Debates in Congress, Volume 4 p. 224). In the letter on the first page of the manuscript, addressed to Gales and Seaton, he notes it is a long time since he gave the speech, mentions having received Sparhawk's notes a week earlier, in mid-June of 1828 and hoped that the speech would be published as soon as possible. Dated Greensboro [GA], 22 June, 1828, and signed by Cobb. The speech would be published in 1828 as part of Volume IV: Register of the Debates in Congress. Cobb would resign from the senate in November. Very good, scattered finger soiling, few repaired tears along mail fold, first and last leaves almost completely detached at the fold.

[New York City]. Office of the Secretary of State. Hudson Tunnel Railway Company, Hudson Tunnel Map and Profil [Sic]. [Profile of the First Tunnel Under the Hudson River, with Certificate]
[New York City]. Office of the Secretary of State. Hudson Tunnel Railway Company
Hudson Tunnel Map and Profil [Sic]. [Profile of the First Tunnel Under the Hudson River, with Certificate]
Albany, NY, State of New York, 1909. First edition. Ink on drafting vellum with colored outlines. 15 x 24 inches. Docket sheet mounted to verso. In 1874, the Hudson Tunnel Railroad Company (soon named the Hudson River Railway Company) was formed to construct tunnels between Jersey City and Greenwich Village (the route originally to be about two miles commencing at a point under the Hudson River, in the westerly boundaryline of the state of New York, opposite the foot of Clarkson street, at the termination of the Hudson Tunnel Railroad Company of New Jersey, and thence running by a feasible route under the bed of the river and beneath the surface of the city of New York, to a point at or near the westerly side of Broadway between Prince and Eighth streets; from whence the line proceeds via Sixth avenue to Thirty-third street, New York) but stopped construction well before completion. The assets (land, partially-constructed tunnels, trackage, etc.) were eventually sold to the newly-organized New York & Jersey Railroad (incorporated on February 12, 1902), under the leadership of William G. McAdoo, who was later U.S. Treasury Secretary, and which then became the Hudson and Manhattan Railroad (1906). The original of this profile was drafted in 1891 (before the railroad collapsed), and the present certified copy was prepared by the Secretary of State's office on February 25, 1909, almost exactly one year after the official opening of the tunnel (the Pennsylvania Railroad's North River Tunnels, the second to burrow under the Hudson, did not open until late 1910). The reason that a copy of the map was requested is not known but what is known is that the railroad was seeking to extend the Sixth Avenue line later as well as other related projects. Perhaps the map was needed to settle some land issue or in some legal negotiations as the pencilled word "referee" appears after two sets of initials. The tunnels still carry a heavy load of PATH train commuters between Jersey City and Manhattan. Similar maps are difficult to locate. The closest, a printed "Map of Hudson & Manhattan Railroad Hudson tunnel system, January 1908," is located at the University of Chicago and the Jersey City Historical Society. Provenance: Collection of Gerald J. Levy. Very good clean copy with long tear repaired on th verso and tiny chips at one fold on map, inch tear to fore edge of certificate and along bottom margin.

[Newburyport Turnpike Corporation], [Manuscript Map] Plan for Newburyport Turnpike [1803]
[Newburyport Turnpike Corporation]
[Manuscript Map] Plan for Newburyport Turnpike [1803]
Newburyport, MA, 1803. 1 sheet docketed on verso. 12 x 8 inches. Early 19th century map docketed as "Newburyport Turnpike Plan." The Turnpike would later become part of Route 1. Most details are for the sections closest to Boston, with points located such as : Market in Boston, Charles River Bridge, Mill Pond, Charleston Mill Pond, Malden Bridge, Charles River, Malden River, Road to Medford, as well as suggestions for a new road to be built with some surveying notations. In 1803, the Newburyport Turnpike Corporation was formed, with the intention of constructing a 30 mile toll road that would reach Boston. The highway opened on February 11, 1805, but was subject to a fair amount of criticism as it bypassed several key towns, including Salem, which was its intention. Moreover, in an effort to make the road as straight as possible, the route contained steep hills and dangerous ridges. In the 1850s, the road was turned over to Essex County and remained sparsely used, until the early 20th century when it became part of Route 1. A banner on a blank section reads: Union Marine & Fire Insurance Office Newburyport. This company was formed about 1807 and lost its charter by 1815 due to financial shenanigans. The pastor of East Church in Salem, Willlam Bentley noted in his diary: "What is most interesting to us in this concern of our neighbors [is that] all these transactions have been covered with party zeal in Church & State in a town in which the highest pretentions to sanctity are made in all New England. The State of the Accounts alone may be reckoned a crime in such circumstances & breach of trust" As the construction of the Turnpike was ongoing, it is possible that the map was drawn sometime between 1803 and 1815, and acquired by the Insurance Company between 1807 and 1815. References: 1. See Historic Ipswich, Newburyport-turnpike; The Newburyport Blog 02.05.2022; 2. The Diary of William Bentley, D. D.: (Salem: Essex Inst. 1914) Vol. 4: 1811-1819, p 419. Very good, folded, edge worn, light soiling, small abrasions & holes from removal of seal.
