This was the second attempt to pass a bill to improve reservations. It passed the Senate but not Congress. (8) pp. Front wrapper creases, detached, edges chipped, interior clean. WITH Indian Rights Association printed letter by Herbert Welsh, Corresponding Secretary, I. R. A. Philadelphia, Pa. November 1st, 1884. urging the Congress to pass this bill. 8" x 5" Fine condition. Signed by Thomas Mudd with his red seal. Signed, sealed and delivered by John Stratford and John Howard. Paper seal with Royal Coat of Arms and the price of 1 Shilling. Parchment 23" x 12 1/2"; black and brown ink; triple red rules; top scalloped. Paper monogram seal of King George on reverse. Two horizontal folds; 2 vertical folds; faint toning upper corner, some soiling on back otherwise clean, crisp, no tears or chipping. Beautiful presentation. Photo on request. Very Good.
