Justin Smith Morrill was a representative from Vermont, serving as both a Whig and a Republican, being one of the founders of that party (Wikipedia). GOOD condition. Heavy creasing, chipping and tearing along the extremities. Two horizontal fold creases present. Paper browned and somewhat brittle. Faint dampstain present. Unopened along the top edge. Good .
