Gorman (1839-1906) to his fellow Senators, imploring them to be present for the following day's session, when the Committee on Finance would be considering a tentative revenue bill. Gorman remarks, ".. we have only forty-four Democratic Senators, it is absolutely necessary that whenever a Senator shall be paired a reservation shall be made of the right to vote whenever his vote is necessary to make a quorum of the Senate.. It is the further intention, as I am informed, of the Senators in charge of the bill to extend the hours for the consideration of the measure. To speed the consideration and secure the final passage of the bill, it will require the active co-operarion of every Democratic Senator." Drafted as a recovery measure following the Panic of 1893, and ultimately passed in August of 1894, the Wilson-Gorman Tariff Act reduced tariff rates, and introduced a federal income tax. The Act was named for both Gorman, and for William L. Wilson, Congressman from West Virginia, and chair of the US House Ways and Means Committee. Throughout his political career, Gorman served on the MD State Senate (1875-1881); as a US Senator (1881-1899; 1903-1906); and the Chairman of the Senate Democratic Caucus (1890-1898; 1903-1906). Very good, folded, light soiling and smudging.
