On the construction of a clause in the constitution, on which some of the best men the world has ever produced have been decidedly against them -the Washingtons, the Madisons.. and on which some of their current leaders..were.. opposed to them.. they now denounce as unconstitutional, and against which they adopt measures that can scarcely fail to lead to civil war!"
