A thorough analysis which was primarily concerned with instruction and low standards: "the Commission were much impressed by the evidence of a want of thoroughness in the attainments of the lower sections of the classes of many who are permitted to graduate." The recommendation was to make the first year a remedial one. Also includes a proposed course of instruction, a history of the Academy with a comparison to European military education, and a complete record of the proceedings. A very good copy with the bookplate of the Military Order of the Loyal Legion of the United States, Commandery of the State of Illinois on front pastedown, shelf sticker on foot of backstrip, a few minor nicks to spine, scattered foxing mostly to endpapers and first few leaves.
