He used his objection to the bill, which offered high bounties to encourage enlistments, to attack the government for its handling of the war of 1812 (which he called a failure), its employing an embargo rather than prosecuting the war at sea, and the administration's calling the opposition to its policies a divisive act -which makes it most apt today.
