ISRD is a major international research collaboration that now covers some 35 countries. It surveys young people aged 12 to 16 in their schools, asking about their experience of crime - both as offenders and as victims - and about their attitudes to crime and justice and about their home and school life. ISRD1 was carried out in 1991-1992 and ISRD2 in 2006-2008. ISRD findings presented here cover the 27 ISRD3 countries for which data are already available, with a total sample approaching 63,000 young people. For most of these countries, the samples are drawn from two major cities. This volume provides key findings on self-reported offending and on victimization.Chapter 1 set the scene, and describes the background to ISRD3. Those who are acquainted with the work of the members of the Study Group will appreciate how many divergent views were expressed-divergent to the degree that some of us came to the conclusion that we were not a Study Group at all but rather a group being studied, an odd collection of ancient experimental animals serving some dark purpose of the Foundation. Eventually, however, a surprisingly strong concurrence emerged. We found we were impressed by the extent to which in our discussions we placed heavy reliance on the products of two types of research: first, those few longitudinal studies related to juvenile delinquency and crime that had been pursued in this country and, second, a few experimental studies that had sought to measure the consequences of different official interventions in criminal careers. These two research strategies had taught us much about crime and its control. Baron Raffaelo Garofalo (1851-1934) was a student of Cesare Lombroso, often regarded as the father of criminology. Garofalo rejected the doctrine of free will (which was the main tenet of the Classical School) and supported the position that crime can be understood only if it is studied by scientific methods. He attempted to formulate a sociological definition of crime that would designate those acts which can be repressed by punishment. These constituted Natural Crime and were considered offenses violating the two basic altruistic sentiments common to all people, namely, probity and piety.
