Gezien het internationale karakter van de scheepvaart is het duidelijk dat het gebruik van een maritieme standaardtaal noodzakelijk is om bij de communicatie tussen schip en wal, v.v. en schepen onderling, verwarring, fouten en misverstanden te voorkomen. In 1973 besloot de Maritieme Veiligheidscommissie van de IMO daarom een standaardvocabulaire in het Engels - de standaard Marine Navigational Vocabulary, SMNV - te ontwikkelen ten behoeve van een veilige mondelinge communicatie op zee. Deze SMNV werd in 1977 ingevoerd op de wereldvloot. Veranderingen op het gebied van de moderne scheepvaart en de milieu- en veiligheidsregelgeving, en het toenemend aantal schepen, gevaren met multinationale bemanningen, maakten uitbreiding en aanpassing van de SMNV noodzakelijk. Dit leidde tot de invoering van de Standaard Marine Communication Phrases (SMCP) in 2002. Volgens de bepalingen van het Internationale Verdrag aangaande de Normen voor Opleiding, Certificering en Wachtlopen (Standards of Training, Certification and Watchkeeping, STCW 1995) moeten wachtofficieren op schepen van 500 BRT of meer de SMCP kunnen verstaan en gebruiken. Het boek is opgebouwd uit drie delen, Het algemene deel bevat onder meer een verklarende woordenlijst. SMCP Deel A omvat de zinnen voor externe communicatie en kan beschouwd worden als vervanging van de Standard Marine Navigational Vocabulary zoals die volgens de in 1995 gereviseerde STCW-code, 1978, Tabel A-II/1, dient te worden gebruikt. Deel A is uitgebreid met een aantal belangrijke zinnen voor de communicatie aan boord van schepen betreffende scheeps bedrijfsvoering en veilige navigatie, met name in situaties waarin de loods op de brug is.
