SIGNED by Magoffin, and the Asst Secretary of State [for the Secretary] on the 3rd of March, 1860. Now housed in an archival mylar sleeve. Single sheet, printed recto only, with blanks for appropriate verbiage. Decorative border, Kentucky seal printed at top; impressed blue seal to the bottom left quadrant. 16-3/4" x 13-1/4". Bit of age-toning & modest extremity wear. Faint fold-lines. Very Good. "Beriah Magoffin was the 21st Governor of Kentucky, serving during the early part of the Civil War. Personally, Magoffin adhered to a states' rights position, including the right of a state to secede from the Union, and he sympathized with the Confederate cause. Nevertheless, when the Kentucky General Assembly adopted a position of neutrality in the war, Magoffin ardently held to it, refusing calls for aid from both the Union and Confederate governments." Because of political difficulties subsequently encountered while serving as Governor, Magoffin resigned his position August 18, 1862.
