Pasted on a piece of stiff paper (with a note on verso, unrelated). About a petition, that Northcote thinks 'very good', but he sees a problem in 'cutting down the School rate quite so low as 6d. in Country Parishes'. Signed 'Yours in haste/ Stafford H. Northcote'. William McCullagh Torrens (1813-1894) was Member of Parliament for Finsbury until 1885.
