The party used these killings to highlight the continued police brutality against the African American community in Philadelphia under Police Chief Frank Rizzo. The Philadelphia Black Panther Party formed in late 1968, and faced continuous harassment from police. Despite this, the party established a variety of social programs in the Black community. Membership in the group started to decline in 1970, and it ceased operations in 1973, although many of its programs continued. VERY GOOD condition. A hint of foxing along the edges. A few faint creases present at the corners. Very Good .
