Best known for his role as the first Keeper of the Wallace Collection in London, he transformed the once-private collection into a respected public museum after its opening in 1900. A trained barrister who shifted to art criticism, Phillips wrote for leading publications including The Daily Telegraph, where he became widely read and influential. He was a champion of Old Master paintings and had a particular admiration for artists such as Titian, Velázquez, and Rembrandt. His writing was known for its elegant style and deep insight. Phillips was knighted in 1897 for his services to art and is remembered today for his scholarly yet accessible approach to art history, and for helping to shape modern museum curation in Britain..
