Nast's cover illustration shows a dapper Uncle Sam with 3 tall feathers in his hat watching a henchman cutting the dog's tail labeled "salaries" (Nast's mockery of Civil Service Reform). Inside, a full-page carftoon by Nast, "The Democratic Tiger in the Manger and the Submissive (M)asses". Also, "Cripps, the Carrier" by R.D. Blackmore (chps 38-39). Very Good.
