"The Commissioners of His Majesty's Stamp Duties having discovered that certain Dealers in Hats make a Practice of pasting their Shop-bill upon the Hat Lining so as to cover the Stamp Duty Mark, and therefore conceal the Rate of Duty to which the Hat is Liable, and of using Stamps of less Denomination than by Law required, and also of cutting or tearing out from other Hats, the Stamp'd Lining with intent to use the same again, whereby the Revenue is greatly injured..." "Rate of Duty upon Hat Linings..." A One Year Licence issued to William Pool of Lockerbie issued 2nd October 1802. 'Utter' in this instance means 'to offer for sale,' now obselete.
