Havilland le Mesurier [1758 - 1806] was a Guernsey born British merchant whose business suffered as a result of the war with the French. He took the post of Commissary General for Southern England in 1797 in response to the threat of invasion. This essay discusses French tactics in past invasions on the continent and suggests methods of resisting should an invasion occur. "Let no man flatter himself that he can purchase security for himself or his property by submission. We, of all other people, can hope for no mercy, if we are conquered."
