In 1849 the Government repealed the old, restrictive Navigation Acts which resulted in the free exchange of goods across national boundaries. Whilst this helped entrepreneurs, especially in manufacturing industries who depended on the import of raw materials and the unfettered export of finished goods, for rural communities, it had the opposite effect with the import of cheap grains and other agricultural good which could undercut locally grown produce.
