James Vernon, here crossed out, and Lord Fitzhardinge were two of the official tellers of the Exchequer. William, Earl of Rochford [1649 - 1708] was a Dutch soldier and diplomat in the service of his cousin King William III of England. The Land Bank was deliberately set up as a competitor to the Bank of England with directors of each forbidden to hold shares in the other. However the terms of the establishment were not fulfilled and the project fell through.
