Title: Received by Dr Wm. Hayley...For the Payment of One Hundred pounds, being for six months interest of 25000 due the 27th June 1697...lent unto Their Majesties upon an Act of Parliament, (Intituled, An Act for Granting to Their Majesties certain Additional Impositions upon several Good and Merchandizes for Prosecuting the War against France).
Description: 19th July 1697. Printed and manuscript> folio, single sheet. This item may have at some time been mounted and will bear traces on the reverse of adhesive or removal of mounts. William Hayley [c. 1653 - 1715] was Rector of St Giles in the Fields and subsequently Dean of Chichester Cathedral. The Exchequer Teller, one of four, was John Berkeley, 4th Viscount Fitzhardinge, who was appointed Teller for life. With no income tax in this period of history, the Crown raised duties on other goods and services but frequently resorted to borrowing from wealthy landowners and merchants which would be repaid by these duties. William Hayley appears as an assignee for another, but I have found no record of how he came by his wealth to be able to loan the crown the huge amount of £25,000.
