A report was commissioned by Parliament to look at the anomalies in pay, particularly in relation to the Royal Marines, between the different services. The opportunity for advancement in the Marines was much reduced due to "an insufficiently retired establishment, and an unusually large proportion of subalterns..." One of the problems was the reluctance to award brevet ranks for acts of valour, which was common practice in the army and the navy. Various recommendations were made including retiring senior officers on half pay, and fixing the pay of officers at the same rate as army personnel. This copy shows extensive deletions, corrections and annotations, presumably by a member of the committee.
