A very detailed report on the proposed shopping centre at Haydock by the motorway, one of first of this 'out of town' models to be proposed in the UK. The report concluded that while impacts to shops in Liverpool and Manchester would be fairly limited, the impact on shopping areas in smaller towns nearby would be devastating. The application was refused, and national planning policies changed as a result of the report's findings.
