By the time of this review the population of the South East was static and that of London falling even faster than anticipated. However the rate of household foundation appeared to be rising, meaning the predicted number of homes might still be required. The report's repeated use of the word 'uncertainty' says much about the confusion planners were feeling. [Clipping of a letter from the CPRE included: they challenged the finding that household formation was increasing, on the basis that the worsening economic conditions in the country meant that people weren't able to form a new household, and thus homes weren't needed for them - presumably they could stay stuck in the overcrowded homes they wanted to leave.
