The major problem identified was congestion, and it was clear to the Committee that this was likely to get worse rather than improve as working conditions improved, and more of the city's population moved out to new more modern housing in suburban areas. The overriding and urgent need was for a new body with executive powers to co-ordinate transport across a Greater London area. William Kennedy Jones had a distinguished career as a journalist and newspaperman, and as business manager for Alfred Harmsworth was a key figure in the huge initial success of the Daily Mail. During his short parliamentary career in later life he took a strong interest in London's transport issues as MP for Hornsey.
