The Act proposed to bring the various privately owned toll bridges over the Thames into effective public ownership. Sir Henry James was one of the leading political figures of the era, serving as an MP from 1868 to 1895 and then as a Peer, with long periods as Solicitor General, Attorney General and finally Chancellor of the Duchy of Lancaster. Original a Liberal, he became a leading Liberal Unionist. Perhaps the unusual binding, with the index ahead of the report itself, was something done for copies given to MPs rather than put on sale.
