The conclusion was that the GLC's plans were too fixated on trying to solve the problem of traffic by building more roads, without taking into account the impact on communities, or considering alternatives like improving bus, rail and underground services. While the outer motorway - what was to become the M25 - was probably justified, the inner city ones were not.
