There were 37 committees and more than 100 sub-committees, and in a typical month (October 1965) there had been no fewer than 96 separate meetings. A drastic thinning down and rationalisation was recommended. A certain amount of historical interest comes from knowing that these recommendations came just after the end of T Dan Smith's period as leader of Newcastle City Council, when the charismatic Smith's 'inner circle' by-passed the formal power structures. Was this report an attempt at establishing a more transparent approach? Smith was eventually convicted of corruption in 1974.
