Good. ¶ The backround in which this Commission came to be appointed...deserves to be shortly traced. It came to lighty that a foreign private detective agency, viz. Fairfax Group Inc. of the United States of America came to be entrusted with some investigative functions in relation to the economic offences alleged to have been committed by certain companies. It would appear that some members of the Ruling party as also some members of the Opposition strongly felt that entrustment of such functions to a foreign detective agency was not in the best interests of the Nation and that it was fraught with danger. It was also felt that the circumstances in which such entrustment took place were also far from clear and deserved to be scrutinized..." - from Introduction].
