Colonel Somerset Henry Paul Graves was born in Bath, Somerset in 1846, he served in the Indian Army, late Burma Police Department and was the First Commandant in 1868, he served in the 26th native infantry and in June 1885 was appointed Superintendant of Police at Port Blair, by 1887 he was appointed Inspector General of Police, Upper Burma and reverted to military duties in 1888.
