Signed in full "Clifford A.H. Bartlett". Several lines from an inspirational poem are printed in black on the verso. Near fine.

Clifford A.H. Bartlett was an aide to New York Governors Tilden & Robinson from 1875-1879. On May 12, 1888 Governor Hill appointed Major Bartlett as Judge-Advocate-General on his military staff. Fine .
