Description: Circa [1930]. [1930]. - An 8-1/2 inch high by 5-1/8 inch wide sheet of cream-colored note paper is inscribed and signed in black ink: "To Seymour Halpern / with all good wishes, / Charles G. Norris". There are creases to the edge of the paper where it has been folded. Very good.

Norris sends his autograph to future Congressman Seymour Halpern, then a young autograph collector.

Charles Gilman Norris [1881-1945] was an American novelist, the brother of novelist Frank Norris and the husband of author Kathleen Norris. A native of Chicago, he worked as a journalist for some years before finding success as a novelist and playwright. His first book was "The Amateur" [1916]. Among his other novels are "Salt" [1919], "Brass: A Novel of Marriage" [1921], "Bread" [1923], "Seed: A Novel of Birth Control" [1930] and "Flint" [1944]. Norris was well-respected by his peers; F. Scott Fitzgerald wrote to a young woman "read 'Salt' young girl so that you may know what life B." The Oxford Companion to American Literature notes that the novels dealt with "such problems as modern education, women in business, hereditary and environmental influences, big business, ethics and birth control." Norris also published three plays.

The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation. Very good .
