Martin de Garay [1771-1822] was an eminent economist who was appointed Minister of Finance by Fernando VII in 1816 to help save the monarchy from bankruptcy. The first half of this report is concerned with the retirement of public debt with tables of taxes and fees to be charged. The text is in Spanish except for the Papal Bull on the subject of benefices, which is in Latin with a Spanish translation printed side-by-side.

Uncommon. Very good .
