The Prime Minister appointed the South African General Jan Christian Smuts to head a committee on 'Air Organisation and Home Defence Against Air Raids' meanhwile Major General Trenchard, the commander of the Royal Flying Corps in France argued that the only way to counter the German bombing was to attack them in their homeland. Smuts committee eventually recommended Royal Flying Corps and the Royal Naval Air Service be combined into the Royasl Air Force.
