An antiwar address, arguing that war with Britain was not "necessary or required by any moral duty, or any political expediency." Signedin print on p. 25 by George Sullivan and 33 other Federalist members. Provenance: Timothy Seward, signed, writing: "Serious truths attempted by the honest party in Congress."
