Summarized by Attorney General Francis Biddle and based on President Roosevelt's proclamations, issued immediately after the bombing of Pearl Harbor, the memorandum listed the restrictions and requirements prescribing the conduct to be observed by aliens of enemy nationalities, i.e. German, Italian, and Japanese citizens, or subjects living in the United States.
