Die frühneuzeitlichen Städte waren aufgrund ihres chronischen demographischen Defizits auf Zuwanderer angewiesen, die sie durch die Verleihung des städtischen Bürgerrechts einzugliedern versuchten. Aufgenommen wurden vor allem diejenigen, die über ausreichende finanzielle Mittel verfügten und ihre Unbescholtenheit unter Beweis stellen konnten. Durch die Konfessionalisierung im 16. und 17. Jahrhundert kam allerdings ein weiteres Aufnahmekriterium hinzu: das Bekenntnis. Die konfessionelle Pluralität stand im Widerspruch zur christlich-universalen Einheitsidee der Bürgergemeinde, deren aus dem christlichen Mittelalter herrührender sakraler Charakter durch die städtische Reformationsbewegung neu belebt worden war. Andersgläubigen wurde daher das Bürgerrecht lange Zeit verweigert.
