Obwohl Pehem von den sog. Josefinern unter den damaligen Canonisten ziemlich der Consequenteste und Selbständigste ist, bedarf es doch nur eines Blicks in die Litteratur über das landesherrliche Kirchenregiment in der protestantischen Kirche, insbesondere in die Schriften von Pufendorf und Pfaff, um die Quelle der Theorie zu finden. Die Werke von Pehem leiden an Breite, sind weder von wissenschaftlicher Gründlichkeit, noch im ganzen mehr als, soweit die systematischen betrifft, in rein willkürlicher Anordnung gemachte Bearbeitungen an der Hand von Van Espen, Berardi, Barthel und Rautenstrauch.
