Maine, Sir Henry Sumner, introduction by George W. Carey,
Popular Government.
Indianapolis, Liberty Classics, (1970). G PB. Sir Maine is best remembered today for his treatise, Ancient Law, but Americans should take particular interest in Popular. Government which contains his celebrated essay on "The Constitution of the United States. His largely favorable appraisal of the American system clearly indicates he believed popular government was not only possible but, where conditions were appropriate, desirable. Yet history offers abundant proof of his overriding thesis. Popular governments, unless they are founded upon and consonant with the evolutionary development of a people, will crumble from their own excesses. Damp stain to top of book, few marks to fore-edge.
