This volume, issued by the Belgian Ministry of Foreign Affairs, sets forth the official record of these events and includes all the important documents relating to them, some of which have not been previously published. Germany tried, as in 1914, to shift the res p o n s i b i lity for her crime on to her victim. The papers here published show, however, that the precautions taken by Belgium against German aggression were fully justified by the information received by the Belgian Government. This informatio n wa s dr am at ic ally confirmed when a German plane which crash-landed on Belgian soil in January 1940 was found to contain the orders for the Luftwaffe's part in a large-scale invasion of Belgium. "At dawn on 19 August 1942, five thousand Allied soldiers landed at the French port of Dieppe in the first major test of the defence of the German-held coastline of Europe since Dunkirk. The codename given to the operation was 'Jubilee' and its aim was to capture Dieppe and the headlands which dominate the town, hold them for a few hours and provide the Allied war planners with the vital information they needed about enemy preparedness for the Second Front demanded by the Russians to relieve their sorely-pressed armies in the East. In nine hours of carnage and horror 'Jubilee' became a disaster. A combination of over-rigid planning, inadequate supporting firepower and - in the final hours before the raid - sheer bad luck, inflicted on the Allies one of their worst defeats in a war which was already going badly. "When the passenger liner 'City of Benares' sailed from Liverpool on Friday, 13 September 1940 she was carrying 90 evacuee children from the bombed cities of Brit ain, bound under a government-sponsored scheme for a safe haven in Canada. Her sinking by U-boat four days later, without warning, in total disregard of the plight of survivors and in defiance of international law, shocked and horrified the c i v i l i s ed world. Of 406 people on board 256 were lost - including, at first count, 83 of the evacuee children. In Britain and the Commonwealth the reaction was one of righteous indignation, accompanied by an intense desire for retribution.
