APPENDIX. ON THE FIRST OF MARCH 1784, A COMMITTEE, CONSISTING OF MR. JEFFERSON, OF VIRGINIA, MR. CHASE, OF MARYLAND, AND MR. HOWELL, OF RHODE ISLAND, SUBMITTED TO CONGRESS THE FOLLOWING PLAN FOR THE TEMPORARY GOVERNMENT OF THE WESTERN TERRITORY….
2 pp. Disb. Appendix to the _Speech of Hon. John L. Taylor, of Ohio, on the Army bill, the veto power and the Ordinance of 1787_. Delivered in the House of Representatives of the United States, August 3, 1848. Washington, 1848. This document, in its original printing, was a precursor to the 1787 Ordinance. Thomas Jefferson, chairman of the committee, proposed the division of the land into ten territories, and their eventual admission to the Union as states. He also proposed the prohibition of slavery in any of these new states. Congress rejected Jefferson's ban on slavery, but in 1785 Rufus King attempted to restore it, offering another resolution. Congress again rejected the proposal. Slavery was officially barred from the new western states in the 1787 Ordinance. In the Plan for Temporary Government Jefferson also suggested some unusual names for the new territories: _Sylvania, _Michigania, _Cheronesus_ ,_Assenisipia_ , _Metropotamia_, _Illinoia_, _Saratoga_ ,_Washington_, _Polypotamia_, and _Pelisipia_. These names were not carried over to the 1787 Ordinance.
