The publication was largely based on extensive comparative studies of the labor force in the Soviet Union and these in the United States and the Western European countries. It was aimed at "building a system of optimal models for planning the Socialist economy." There were only 500 copies ever printed and OCLC cannot locate a single one in libraries and institutions.
