In The Postal Bulletin of February 26, 1940, the following announcement pertaining to the third group of the Famous Americans series appeared: "COMMEMORATIVE STAMPS—FAMOUS AMERICAN SERIES. Third Assistant Postmaster General, Washington, February 21, 1940. Supplementing prior notices in the Postal Bulletin, postmasters and employees of the Postal Service are hereby advised of the issuance of the third, or Educators' Group, in this special series of postage stamps.
