He graduated from Dartmouth College in 1949, and later from Harvard Law School. Moving to San Francisco, he was elected as an independent to the city and county Board of Supervisors in 1971, where he served until 1986. He ran against Dianne Feinstein for mayor of San Francisco in 1979, but lost in a runoff election. In 1986, Kopp successfully ran as an independent for the the California Senate in a district straddling San Francisco and San Mateo counties. He won reelection in 1990 and 1994, being unable to run again because of term limits. During his tenure in the California Senate Kopp helped push through a BART extension to San Francisco International Airport. Governor Pete Wilson appointed Kopp to a judgeship in San Mateo County, in which he served until his retirement in 2004. More recently, he has served as a member of the California High Speed Rail Authority. Kopp. .
