Blackburn was a distinguished, forceful, and popular personality in Australian politics, a member for the Victorian parliament and later for Commonwealth parliament. For most of his life a member if the Labour party, until expelled in later life and standing as an independent. A prominent lawyer for many years associated in a legal partnership with W. Slater. Blackburn's support for international socialism and his opposition to conscription frequently caused him to take positions opposed to labor policy. As an independent member for Bourke he voted against the Labor Governments conscription bill.
