Melbourne; John Ferres, Government Printer; 1854. The temperance movement originated in the early 1800's originally in the USA and England, by the 1830's they had formed in Australia. Various groups were active including Independent Order of Rechabites, Women's Temperance Christian Union, and the Order of the Sons of Temperance, they all were lobbying the governments including the Victorian Council to restrict or ban the consumption of alcohol, hence the number of parliamentary papers on intemperance and temperance.
