This was the second attempt to pass a bill to improve reservations. It passed the Senate but not Congress. (8) pp. Front wrapper creases, detached, edges chipped, interior clean. WITH Indian Rights Association printed letter by Herbert Welsh, Corresponding Secretary, I. R. A. Philadelphia, Pa. November 1st, 1884. urging the Congress to pass this bill. 8" x 5" Fine condition. Good.
