Reginald Craddock was a British government and colonial official who served as the governor of Burma and chairman of the Indian constitutional reforms committee. He was therefore in a similar line of work to the orator of these speeches, and is likely to have had some level of acquaintanceship.Hardinge's time as Viceroy was successful. Due to improved colonial relationships, during WWI Britain was able to deploy nearly all of the British troops in India as well as much of the British Indian Army to more strategically useful areas.
