A very scarce first edition copy of Patrick Colquhoun's fascinating work on the poverty and pauperism, in which he notably drew a line of distinction between poverty and 'indigence&apos. Patrick Colquhoun was a Scottish merchant, statistician and magistrate who was responsible for founding the first regular preventative police force in England, known as Thames River Police. Following on from the theft of an estimated £500,000 worth of stolen cargo a year from the Pool of London on the River Thames, Colquhoun, along with utilitarian philosopher Jeremy Bentham and master mariner John Harriot, founded the Thames Valley Police. The first year saved an estimated £122,000 worth of cargo and rescued several lives. His work is credit as an important precursor to the 'new' police founded by Robert Peel. Colquhoun published twenty four different treatise regarding a variety of social issues and concerns, with this work 'A Treatise on Indigence' being one of the most significant. The work details the social issues of poverty and pauperism in relation to crime, with accompanying advice and information regarding his suggested solution to each issue. The primary solution for poverty suggested by Colquhoun is that of a new system of policing, as well as plans for education, money management, work for the unemployed and more. An influential treatise written by an important figure in police reformation. Collated, with both the folding plate (page 23) and the publisher's adverts leaf provided in facsimile. In a full calf binding with crushed morocco label tipped to spine. Externally worn and rubbed. Front joint split and tender, but still reasonably firm. Hinges split and tender, but still reasonably firm. Slight offsetting to extremities of endpapers. Internally firmly bound. Pages slightly age toned but very bright and clean throughout.
