Districts with the hightest incidence of physical, mental and social health problems (per capita) are identified and, by comparison with statistics for the city at large and other metropolitan areas, evaluated to obtain a perspective of the severity of blight. Undertaken by the City Planning Department, under the terms of the National Housing Act 1954 with a grant administered by CMHC, and with the approval of the Minister of Municipal Affairs of the Province of Alberta.
