After the destruction of central authority in the years following 1789, Paris became the stage for a host of factions and individuals, each pursuing its own agenda, by necessity in secret, so by definition a conspiracy. The suspicion of conspiracies generated even more “conspiracy theories”, resulting in a kind of contest who could suspect whom more, and who could arrest whom first. In this contest for a considerable time Robespierre had the upper hand and when he lost it, among his papers was found (what else could it be?) undeniable proof of a foul conspiracy against the French revolution. The National Convention decided to publish the documents as a warning to all.
